Is the Starting Price the Reserve Price

The starting price is set by the seller. The starting price may or may not be the reserve. The starting price may be only one or two bids away from meeting the reserve price but this is always set by the seller.

The seller may lower their reserve price at any time. Always bid to a level that you can afford or are comfortable with.
